　　01 项 目 背 景

　　PROJECT BACKGROUND

　　为进一步提高我市应急综合救援能力，完善公共安全体系，提升全民安全意识和自救互救能力，构建“全灾种，大应急”专业应急救援力量体系，构建统一城市应急物资储备体系，服务深圳高质量发展，深圳市加快建设深圳市应急综合救援和科普教育基地项目。

　　To further enhance Shenzhen's comprehensive emergency rescue capabilities, improve the public security system, enhance the safety awareness of all citizens and the ability of self-rescue and mutual aid, as well as to build professional emergency rescue system featured with "comprehensive emergency plans for all categories of disasters", and a unified city emergency material reserve system, and to service the high-quality development of Shenzhen, Shenzhen has accelerated the construction of Shenzhen Comprehensive Emergency Rescue and Science Education Base Project.

　　深圳市应急综合救援和科普教育基地项目坚持立足深圳先行示范、辐射粤港澳大湾区，建设全国首个集森林消防和综合救援专业训练、应急物资储备、应急科学普及教育于一体，全链条、综合性、实战化，“平战结合、战训一体”的应急综合救援和科普教育基地。

　　Shenzhen Comprehensive Emergency Rescue and Science Education Base Project initiates with advance demonstration of Shenzhen, covering the Greater Bay Area which includes Guangdong, Hong Kong and Macao. It will establish an integration of forest firefighting, professional rescue training, emergency supplies reserves and science education base, with the target of building an integrated, comprehensive and practical emergency rescue and science education base.

　　本项目需尊重周边自然环境、地域文脉，因地制宜，避免开挖较大土方，减少场地破坏；设计理念应符合绿色建筑发展的需求，强调绿色生态和节能环保，打造系统整体的、可持续发展的建筑群体，科普教育场馆建筑力争实现近零碳建筑。

　　The project needs to respect the surrounding environment and regional culture, and adapt to local conditions. It should avoid to excavate large earth and prevent damage to the site; the design concepts should satisfy the development of green construction, emphasizing the green ecology, energy saving and environmental protection. It should create a systematic and sustainable buildings. The construction of the science education venues should plan to be near-zero carbon dioxide emission.本次招标采用资格预审+方案评审的方式。资格预审阶段主要考量概念提案创意和效果，并结合投标申请人的业绩和团队成员业绩进行综合评审，旨在吸引创新能力强的设计团队参与本项目设计，甄选出优秀的设计方案，同时保障项目的可实施性。This tender is based on pre-qualification + project evaluation. In the pre-qualification phase, we mainly considers the creativity and effect of the conceptual proposal, and combines the performance of the bidder and the team members to create a comprehensive evaluation, aiming at attracting innovative design teams, selecting excellent design solutions, while guaranteeing the feasibility of the project.希望有意愿的投标人按照资格预审文件相关要求应标，欢迎创意能力强的投标人参与本项目投标。

　　02 项 目 概 况

　　PROJECT OVERVIEW

　　本项目位于深圳市龙华区观湖街道樟坑径片区，交通便捷，车行至其他各区时间均在1个小时以内，车行至深汕合作区时间约1.5小时。

　　The project is located in Zhangkengjing Area, Guanhu Street, Longhua District, Shenzhen. The transportation is convenient, which only takes around 1 hour’s drive to other districts, and 1.5 hours to Shenzhen-Shantou Cooperation Zone.

　　本项目总用地面积47084.5平方米，拟建总建筑面积38160平方米，包括森林消防与综合应急救援基地区（含训练基地用房、应急救援物资储备库）、救灾物资储备库、公众安全科学普及教育区（含应急安全融媒体中心、应急安全宣传教育区、设备用房、地下车库）、架空层及风雨连廊。配套专业训练场地（含训练设施和配套训练场），专业训练设施构筑物，详见资格预审文件。

　　The gross area of the project is 47,084.5 square meters, and the intended construction area is 38,160 square meters in total, including forest firefighting and comprehensive emergency rescue base area (including training base, emergency rescue material reserve depot), disaster material reserve, public safety science education area (including emergency safety media center, emergency safety promotion and education area, equipment room, underground garage), elevated floor and covered corridor, featured with supporting professional training area (including training facilities and supporting training area), as well as professional training facility structures. 　　项目场地中间为现状道路围康路，场地东侧紧邻现状城市主干道坂澜大道，场地西侧有未来规划道路临樟路，场地南侧有未来规划道路宝业路。

　　The middle of the site is an existing road, Weikang Road. The east side is adjacent to Banlan Avenue, the main road of the city. The west side is Linzhang Road, and the south side is Baoye Road, both are the future planned roads.

　　DESIGN CONTENT

　　招标内容包含本项目全专业方案设计、初步设计、施工图设计。最终工作内容以招标文件和设计合同为准。

　　This tender includes the overall professional plan design, preliminary design and construction drawing design of this project. The final work is subject to the tender documents and the design contract.

　　04 招 标 规 则

　　TENDER RULES

　　本项目采用“公开招标”的方式，分为资格预审阶段、方案投标阶段、定标阶段。资格预审阶段确定7家入围单位及2家有排序的备选单位，详见资格预审文件。

　　The project will be in the form of "open tendering", which will be divided into pre-qualification phase, bidding phase, and awarding phase. 7 companies and 2 ranked alternatives will be determined at the pre-qualification phase. Please see pre-qualification documents for details.

　　05 申 请 要 求

　　APPLICATION REQUIREMENTS

　　1、投标申请人须为注册的独立法人或其他组织。

　　1. The bidding applicant should be a registered independent legal person or other organization.

　　2、投标申请人具备建筑行业（建筑工程）甲级及以上设计资质。

　　2. The bidding applicant should possess Class A or above qualification in construction industry (construction engineering).

　　3、项目负责人需具备国家一级注册建筑师资格。

　　3. The project leader should possess the qualification of Class 1 Registered Architect.

　　4、接受联合体投标，联合体成员（含牵头单位）数量不超过2家。联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体参与报名。联合体合作方需签署具有法律效力的《联合体协议》，并明确牵头单位，各方的工作分工、权益份额等。

　　4. Joint bidding is accepted, but the number of parties (including the lead unit) shall not exceed 2. Party members of a joint bidding shall not participate in the bidding registration either individually or under other names with other units. Party members shall sign a legally binding Partnership Agreement and clarify the lead member, division of work and share of rights and interests of each party.5、联合体牵头单位须具备建筑行业（建筑工程）甲级资质。5.The lead member of a joint bidding should possess Grade A qualification in construction industry (construction engineering).6、不接受个人或个人组合的申请。6. Individuals or combinations of individuals will not be accepted.
